The Islamic bank is always dedicated to supporting effective solutions that tackle and reduce acute poverty and promote resilience, and align with the Sustainable Development Goals.
The STEP skills, training, and education program reflects the bank’s commitment to flagship initiatives in the fragility and resilience strategy.
The Islamic Development Bank and its effective partners have jointly launched a call for proposal under the STEM program, aimed at improving the lives of internal displaced persons, host community and refugee in a number of countries.
Any organization that is committed to training programs, education, and community development through very impactful innovations and sustainable solutions is strongly welcome to apply to the call for proposals to access a funding opportunity to implement their transformative projects and achieve self-reliance and sustainable livelihood.
About the Call for Proposals
The call for proposals under the STEM program focuses on equipping forcibly displaced populations with practical tools, resources, and skills to break the cycle of poverty and achieve self-reliance during the implementation period of implementing program. This call for proposals targets any projects that involve access to quality education, creating green jobs, and promoting entrepreneurship opportunities. By the end of the program, over 650,000 children and youth are expected to benefit from this program. With the collaboration of organizations including Spartk, Qatar charity and Jusoor and other facilitators. The call is seeking project proposals that offer innovative, scalable, and community-driven solutions as well as align with the program’s core objectives.
Eligibility Criteria
Applicants must meet the following criteria to consider your project proposal:
- Be a registered NGO, academic institution, consortium and civil society organization
- Have a physical presence and operational capacity in the eligible countries
- Showcase a least 3 years of consecutive experience or one year endorsements from STEM partners
- Have a physical office and operational capacity in one of the eligible countries.
- Have a strong governance, financial management and ability to mobilize fund
- The proposal must deeply demonstrate an innovative approach, not an already existing methodology
- Innovative approaches to address displacement challenges.
- Potential for long-term impact and local capacity-building.
- A clear monitoring and evaluation framework.
- The organization’s operational readiness and resource mobilization capacity.
- Proposals lacking essential content, exceeding page limits, or submitted after the deadline will not be considered.
Eligible Countries
This call for proposal must target a number of countries that are member states of the Islamic Development Bank:
Afghanistan, Bangladesh, Chad, Cameroon, Egypt, Iraq, Jordan, Lebanon, Nigeria, Pakistan, Somalia, Sudan, Syria, Türkiye, Uganda, Palestine, and Yemen.
The reason for considering the above countries as hosts over one million forcibly displaced people.
Instructions for Proposal Preparation
Each organization must submit one proposal by using the STEP template.
The number of proposal pages must be between 20-30 pages that are well-articulated and clearly address the details of project design, methodology, and sustainability plan as well as financial forecasting.
Other supporting documents such as audit reports, reports, and team resumes should be included one a single PDF.

STEP program will focus the following area:
- Access to inclusive education and equity
- Promote skills development and entrepreneurship incubation.
- Creating green jobs and creating employment pathway
- Proposal should emphasize innovation and local ownership
Deadline
All applicant must submit their Proposals by 12 June 2025; after that, your proposal will not be considered
