Introduction

Given the unique circumstances prevalent in Sub-Saharan Africa, the very process of rapid urbanity, compounded by recurring crises and instability, is putting ever-greater numbers of people under forced displacement in urban settings. To respond to this urgent problem, the UNOPS, through Cities Alliance with support from the European Union, has launched an important Call for Proposals under the Sustainable Urban Integration of Displacement-Affected Communities (SUIDAC) program.

About the SUIDAC Program

The goal of the 48-month SUIDAC program is to improve inclusive governance and urban resilience in cities that are home to displaced people. Nine secondary cities in five Sub-Saharan African nations the Democratic Republic of the Congo, Ethiopia, Somalia, Sudan, and Uganda—are the focus of the program.
In addition to providing local governments with the resources and information they require for sustainable development, this project demonstrates a larger commitment to more fully integrating displaced communities into metropolitan networks.

Urban regions are at the forefront of humanitarian response and integration due to the increasing number of forcibly displaced individuals living there. In order to create more inclusive, equitable cities for all, this request gives actors the ability to create locally based, policy-aligned, and data-informed answers.
This is a beginning toward reconsidering how we assist urban populations affected by displacement, not just a cash opportunity.

Objective of the Call

Improving evidence-based urban responses to forced displacement is the main objective. In order to support policy and planning initiatives for Displacement-Affected Communities (DACs) in metropolitan regions, proposals should show how the applicant will create, evaluate, and use reliable data.
In addition to producing data, the emphasis is on giving local governments the tools they need to put inclusive, long-lasting, and participatory solutions into practice.

Grant and Funding Details

  • Maximum grant amount: Up to USD 490,000.
  • Project duration: Very close to 32 months (September 2025-May 2028).
  • Co-financing requirement: At least 20% of the contributions must be in-kind or in cash.

Eligibility

Eligible applicants include:

  • Research institutions
  • National and local NGOs
  • Community-based and refugee-led organizations
  • Government agencies
  • UN or development organizations (excluding UNOPS)
  • Be legally registered for at least three years
  • Be active in one or more of the target countries
  • Have a track record in urban development, migration, or displacement-focused research

Proposals Format

The following will be required of chosen candidates:

  • Perform data-driven evaluations and intention survey
  •  Create knowledge products, such as data inventories and policy papers.
  • Boost planning and execution capabilities at the national and local levels;
  • coordinate their efforts with national strategies and UN Sustainable Development Cooperation Frameworks.
  • Take part in peer knowledge sharing and SUIDAC learning exchanges

Submission Process

Verify that all application materials are produced in accordance with the official instructions. Submissions that are late or insufficient will not be examined.
